摘要：

本文旨在綜合地探討日據時期台灣採票制度興廢之經緯，藉期能適切瞭解此一時期台灣財經及社會政策的特質。台灣彩票的發行係一種「變態的財政政策」，其目的在於企圖利用台灣社會一般人的投機心理，以解決社會、經濟及財政問題。因此，其預定的主要銷售對象是台人和中國大陸的民眾。然而，意外的，日人尤其是日本國內的民眾反而成為主要的購買者。不但違反日本法律，且造成資金流向台灣，故日本政府乃迫令總督府於發行五期後即突然中止。此一處置使得日本政府的威信一時深受打擊，亦顯示變態財政政策之實施，存在著許多難以掌握的變數，故決策者實不可不慎。

A Study of Lottery System in Taiwan under Japanese Rule Author: Wu Wen-hsing

Abstract：

The main purpose of this paper is to discuss the performance of lottery system in detail in order to understand the characteristics of the financial and social policy in Taiwan under Japanese Rule.
According to my research, the issue of the lottery was a measured financial policy which tried to utilize the opportunist mind of the Taiwanese in order to solve the social, economic and financial problems. Therefore, the colonial authorities wanted to sell the lotteries to Taiwanese and Chinese in mainland. However, unexpectedly, Japanese especially lived in Japan proper are the majority of the lottery purchasers that led to the Japanese government's unpleasure and untolerance. As a result, the colonial authorities had to pause the lottery system suddenly.
